SOURCE: can i charge a 14v battery using a 18v charger (both are ryobi)

Absolutely not. The risk of damage to the battery is only a minor concern compared to the fire hazard you would be creating.

I was recently told that the lithium ion does not like cold temperatures so you may need to bring the batteries and charge into a warm location and wait until they reach a warm temperature and then charge them.

Take it back to the store and tell them it is no good, and get a new pair of batteries, take the charger too. I had the same thing, brand new batteries, gone in weeks, they replaced them, no problem.

24v MSBC-2400 CHARGER dead cant find a replacement. Can I fit a lithium ion battery to the original drill.

You do not say what type of battery you have - is it lead-acid, Ni--Cd or what? Have you checked the output of the charger to make sure it is not the battery that has died?
In theory a lithium-ion would be ok, but can you get a battery that firs? You still need a charger- which seem to cost nearly as much as a new drill.
You could try

Ryobi charger bcl1418

Usually this is indicative of a bad battery. First try a good battery in the tool to make sure it is OK. If the tool is OK, you need to try charging the good battery in the charger to see if the charger is working properly. If the charger is OK, replace the bad battery. Some batteries will show fully charged on the charger but will not supply the power to the tool.

Ryobi lithium batteries won't take charge

For others with the same problem (flashing red light won't go off)...make sure you FIRMLY PUSH the battery down onto the charger and engage the latches. Simply resting the battery on the charger will not work.

Either the battery is hot from use or has been in the sun, let it cool down, then try again.
