The flushing mechanism seems to be stuck and won't move.
Fluidmaster S2DBL Dual flush valve - would not flush
The dual flush wouldn't work at all. So I slid the lid off part B (lever mounting base) and found the ball end of flush cable was not in the mating hole on lever arm. With needle nose pliers I pulled and pushed the ball into the hole and slide lid back on till it snapped. Snapped B to C (handle) - problem solved!

is the flapper weighted? if it is it will cause it to shut prematurely. one thing you can do is increase the water in the tank. you might have to buy a pvc cuppler to put on the over flow to allow it to fill up more. korky makes a nice flapper thats not weighted

If it's electrical powered, you may have to spray alcohol in the buttons to free them, if urin or other contaminants have gotten behind them to make them stick to were there stuck.

No, that won't make a difference. Check instead that the tubing from the fill valve that you replaced is connected to the overflow tube (the tall tube). Fluid-master provides a clip for this purpose in their kits.
