you get this message when there is some hardware which is incompatible or fails / crashes during the installation of OS since you have tried a different hard disk already it cannot be that so try with a different Ram or update bios / replace motherboard.

I would suggest you check the BIOS if everything is detected properly. Like the hard drive and the memory. If both are working properly and being detected by BIOS properly, then you just might need to install your Windows 7 thru USB. You might need to use a different computer to convert your Win 7 OS DVD to USB installer.
1. Use a different computer w/ DVD
2. Use ISO software to convert the Win7 DVD to ISO
3. Download the converter from this link click here or directly from this link
4. Make sure you have an available USB Flash Disk that has a capacity of 4GB or higher.
5. Once you're done converting the Win7 DVD to an ISO file, use the tool above to convert the ISO file into a USB installer.
This will only work if your hard drive is properly detected. Bootmgr error means 2 things, either the hard drive is not detected or corrupted windows installation.

This error occurs when the notebook cannot boot up from the hard disk. The hard disk may be faulty. Try re-seating the hard disk to make sure it makes proper connection to the motherboard. Next go into the BIOS configuration and check to see if the BIOS detects the hard disk, if it is not detected the the hard disk is probably faulty. To get your notebook operating again, replace the faulty hard disk, install Windows on the new hard disk, plus the notebook's device drivers and your programs.

This error message could be a faulty hard disk or a faulty disk controller.
Reseat the hard disk to see if the problem is fixed.
If not go into the BIOS settings and check if the BIOS can detect the hard disk.
If the hard disk is not detected then remove the hard disk and connect it to an USB hard disk adapter and connect it to a working computer's USB port. If the this computer cannot detect it as an external hard drive then the hard drive is faulty. Then the Acer needs a replacement hard disk and Windows installed together with the laptop's device drivers and programs etc.
You could have a hard drive problem. To check the hard drive boot up to the Windows XP cd in repair mode. At the C prompt type: chkdsk /r
This will start a program called Check Disk that will evaluate your hard drive and attempt to fix any errors. it Check Disk is successful it will complete 100% and return to a C prompt. You can then attempt to reboot. If Check Disk finds unrecoverable errors you will need to purchase a new hard drive and rebuild the OS.
