When there is no air pressure it will start the compressor and build pressure up to 130 psi. after the compressor is used and the pressure drips to 80 psi the compressor tries to restart and is unable to do so
Make sure the power cord is plugged into an adequate extension cord if one must be used. Never less than 12 gauge wire.
The start/run capacitor may need to be replaced.. If there are any ball check type valves, make sure they are not worn or sticking. they would be on the output of the compressor head itself.

how do you know one tank drops to zero unless you have a pressure gauge on both tanks sounds unlikely unless you are looking at the gauge on the pressure regulator

Only got the pressure switch
Pull the cover and check it out,not much different than a well pump sw

First take off the head on the air pump and check the reed valves on the valve plate. If they got hot and warped or cracked they'll work to a point then no more pressure can be built up. Next check the pistion ring and cylinder wall. If either is damaged you'll only get so much pressure build-up then it will leak past the piston.
