Hi, this symptom is indicative of a Power supply problem, and it is trying to start, and shuts down, and then tries to start again, the PSU is either itself faulty, or some "Other" component is faulty, and causing too much current draw, and the PSU, then attempts to shut down. The motor working, isn't that relevant, as the motor drive circuit is separate from the actual welding electronics so to speak. And may or may not work, has no real bearing on the actual welding electronics.
Honestly though, unless you have experience with these or other units, and welding electronics, really the best thing you can do, and it WILL work out less expensive, and less of a hassle, is to contact a Hobart repair center, and have them give you a "Quote" for the repair.
The only "Other" alternative, is to use the "Shotgun" approach to repair and swap boards, with the hope of getting lucky and actually repairing it. Ensure you DO isolate the actual l"Fault" though, otherwise, you may simply "Blow Up" the "Replacement" board(s). Obtaining a service manual, for your exact make and model, would be a great benefit if DIY was the way to go.

What electronic part is damaged?

Does the electrode stick to the metal? In which case your problem is with the elctrode or your method of striking the arc.

Does not generate at normal current,wont quite strike an arc.is there a wiring diagram that could be used for diagnostics/repair ?

Check for any loosened terminals and observe the welding machine if it sounds like hamming when connected to the power source. If you hear no sound, it means that no power is coming in. Check your fuse or breaker of the welding machine it might be busted already.

Welding in TIG mode. Weld for 10 minutes, stop

the unit will need to go in for service there is a control bord issue there 4 in the unit these boards have to be tested by Lincoln i have the same welder and what they will do is swap out the boards till the bad one found if the unit is not under warranty they can be expensive mine coast 500.00 for the 1 control board there is not a clear way to say it is a particular one do to there all inter linked as to functions. go to the web site and search for a service center in your area hope this helps

WHEN I TRY STRIKE AN ARC WITH A ROD YOU HAVE TO HIT IT 5 OR 6 TIMES TO GET IT TO WELD ITS HARD TO KEEP IT GOING BUT AFTER 4 OR 5 SECONDS IT WILL BURN LIKE NORMAL (USING PROPER AMPERAGE)

Is this on new rods as well as one's you'be been already welding with? Depending on rod types, some will "flux over" the end, after welding insulating the tip. When you're welding at a low setting, with a small rod, sometimes it is hard to start an arc. A 7018 rod is a good example of this. Strike the rod like a woodden match, or drag it on the metal, to expose the rod. It also depends on your welder. Some have settings to help start an arc and then control the current. Older transformer welders arn't that smart and are less forgiving on low current thin metal settings.

My Lincoln SA 200 welder will not rev up when I strike an arc.

Need code number to be exact, but sounds like the wiring to the current transformer is incorrect.

No Picture & No sound. Red LED, Green LED, Red LED.

If the power supply outputs are good! Then I would say the back light inverter is bad! If the screen stays black and does not come on.

Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

Right , if the indicator light goes from Green to Orange when shutting down , it will be the Powersupply that is giving problems and not the Ballast.
