Is it dial lock?

what is the exact error message/prompt that you hear when you try to make outgoing calls?
if you are a prepaid user, make sure that you have enough balance
if not, make sure that the call barring feature on the phone is deactivated, to check go to the settings of your phone, call settings, then call barring and make sure that outgoing call barring deactivated.
turn off the phone, remove battery and sim then wait for a few seconds then turn the phone back on, see if you can already make outgoing calls

Check Windows Sound mixer for application volume. Down in system tray at right side of taskbar double click sound icon for XP or click sound icon once and click Mixer for Vista. Look through volume settings for your phone application. Make sure it is not muted and volume is up.
