You should be able to get a cleaner spray suitable for use in microwaves. Give the insides a good spray and a good clean, it should take it away. Make certain there is no burnt deposits anywhere.

Microwaves work by friction. They blast water molecules in the food so they move fast, just like rubbing your hands together makes them hot. Some types of microwave in defrost mode actually apply FULL POWER for a short period of time so to make the product warm to the touch. This heat then penetrates down to the core of the food, ensuring full defrost. In your case the heat was sufficient enough to heat the dry paper towel to set it on fire.
Bread is better defrosted on the low power setting as sliced bread is very thin. Items should only be defrosted on the defrost setting that are thick and need to be completely defrosted on the inside. Remember microwaves only penetrate the surface of food, making that hot. Thermal conduction does the rest.
You should never use paper towels in a microwave unless the instructions for doing the food say so. You wouldn't put a paper towel in a gas or electric oven, so don't put them in a microwave.

How i can fix problem?

What you call all functions, I think it's only the front, the keys and the display. I think the main fuse or circuit breaker has tripped. Because when the magnetron does not work nothing will become warm.
microwave ovens should not be opened by normal users. The voltage used to get the magnetron fire is very high and can kill you when you touch it. To reach this voltage, there are capacitors inside, that can hold this voltage for a long time. So even with no power cable attached inside can be dangerous voltages. Please don't try to do this yourself. If you want it repaired visit a repair centre, but opening and replacing the defective parts can cost more than a complete new microwave. So first ask what it could cost you if you bring it in for repairs. And check what a new one will set you back.

Sparks inside cavity

This is caused by exposed bare metal, food partical buildup or the magnetron itself, clean interior with warm soapy water until spotless and inspect inside cavity, if okay! test run with a cup of water.

The magnetron is arcing on the inside because of bare metal or food partical buildup, this needs attention right away before the magnetron is distroyed. Take warm soapy water and clean until spotless, if that fails! have someone check it.

A paper towel caught fire in my GE Microwave, now it has no power.

Since the inside of the microwave caught fire, the main fuse has blown, there is probably damage to the magnetron "heats food" the interior has been burned, which will bring safety isses into play. I recommend a professional assess the situation on the grounds of cost and safety.

The food is safe as long as the food has not got oxidized aluminium on it.
Microwave energy is very high and will melt metals!
As long as it is not arcing any more there should be no problem.

Kenmore 1200 watt sparking when warming empty plates

Unless specifically stated in the manual, you shouldn't use the microwave for warming plates. That is not it's intended use.

I suspect the microwave circuit has failed in some manner.
