Motor runs but teeth do not
Some of these units use plastic gears on the shredders and motors. They can strip or it could be a shear pin on the drive shaft or gears that breaks when something hard is put in the machine.

How do you removed jam paper in the schredder
1) pull what you can of the jammed paper out. Make sure the shredder is unplugged whenever trying to work on or in the unit.
2) Then liberally soak the remaining jam with shredder oil and let it sit for 15-20minutes.
3) Try to pull out what you can again. Use tweezers or pliers if available.
4) Then first start the shredder in reverse and then alternate for a few seconds between forward and reverse.
5) If it is still jammed repeat all of the steps as necessary.

Anyway, If you look on the UL label, there should be a phone number to call. (If yours doesn't have it, call 800-675-4481.)
Someone on Amazon had one where the green light came on, but nothing happened. The tech told him the sensor had to be reinitialized. Told him to turn it off, put in a thick paper (birthday card thickness) and turn it back on. He wrote that it worked and runs fine now. (But he still is not happy with it.)

Motor runs, shredder wheels don't move
Unfortunately if the motor is running but the shredder wheels are not moving you have probably stripped or broken a gear. Most of the time I have had trouble finding new gears for any brand of shredder unless it is a high dollar model. You might be better off buying a new shredder than trying to fix this one.

Omnitech shredder ot-nxc18pa won't power up
Dear Bruce,
Here is some generic information about shredders that may help you.
Most of the shredders have a micro switch that senses if the paper has been introduced to the shredding slot.
These micro switches are activated by a little arm/leveler that touches the paper and activates de contact inside the shredder housing.
While disconnected from the power, try to check if the switch is working properly. Check if you can hear a "click noise" while moving it back and forth by using a paper clip. When this sensor arm is broken, the device will not operate since it does not detect the presence of a paper sheet to be shredded.
Make sure your power is on (not only connected to the wall - but check if there is any indicator in the shredder). If the arm is not broken and you still hear the click noise indicating the micro switch is being activated, then your problem could still be the power since there is not LED indicator in the panel of this device.
If this does not solve your investigation process, please make sure your power cord is fine. Otherwise, it would be an internal electric problem in the device.
One additional possibility (since I have no further details from you) is that the device is on, you can hear the motor running but the gears that move the shredder blades are broken (that has happened to my device).
