Right click the Rise of Nations display icon, go to 'Properties' and go to 'open file location'.

Although the disk might look fine the disk may have been inconstructed correctly i have had the same issue before ask the shop/company you have brought it from for a new copy oryour disk drive could be damages or dirty use a disk cleaner to clean out your disk reader and tray.
