Charger only has a red light when do I know battery is fully charged??
depending on the model of drill, the indicator (if not colour / state changing) only indicates that the drill is connected to power.
hence with no indicator of a full charge, if you refer to the user manual for this drill it should tell you how long the drill should be charged for.

try wiggling the battery around and see if a light flashes
also look and see if a light flashes when you plug it in
i'm about 98% sure it's the charger
No power on a fully charged batery why?
Users have reported problems with the charger and battery life on this drill. If possible verify the charger is working by swapping it with another or using a voltmeter on the plug.
If it is, the battery has failed and will not hold a charge. It is uneconomical to replace it.
How to change the brushes in the older Craftsman
if that is the case without having the model number it sounds like they are not replaceable and you would have to buy a motor assembly. Alot of tool mfrs did not make these brushes replaceable.
Chuck is locked in open position
What you can try is some WD 40 spray into the chuck and then find a GOOD pair of gloves or a rag and hold the collar of the chuck either by hand or use the rag and a pair of channel locks to protect it and then use the tool motor slowly and see if that doesn't release it
Have a 15.6v cordless drill
See if you can put a volt meter on the metal contacks of the charger to see what voltage it is producing. If you have a friend who has the same drill have him try to charge your batteries and then measure the battery voltage.
