I don't think the upper arm is rotating and I was
The upper arm is driven by water pressure so if its not rotating it's generally because

b) the arm is fouling something in the lower rack
c) blocked feed pipe to the upper arm
Dishwasher arms not turning
Are you sure you are getting water into the machine? There may be something stuck in the impeller, you could check this out. Here is a breakdown for you to look at. Hope it helps.
No problem, just looking for gal. per minute flow rate
It uses 1.2 gallons for each wash or rinse action in a cycle. The water only runs until the 1.2 gallons amount is reached and then that water recycles through the pump for the duration of the action. Start the dishwasher and time how long it takes until the water stops filling (not the entire time of the action). Divide 1.2 by the number of minutes including seconds as a decimal fraction (i.e. 1 minute and 30 seconds = 1.5 minutes) to get the flow rate in gallons per minute (GPM).
Dishwasher finished cycle, but still full of water
take some drainig liquid and let it sit in there over nite if that does not work take out the drain and take out the old grub manualy (i think what u want to put in the dishwasher is vinagear or draino something
