Here is what the knowledge base/Forum says about the problem

Go to the Toshiba support site for your country (or the country where the laptop was sold). Select Mobile Computing, then Drivers Download.You will be taken to a page where you select the laptop family (Satellite or Tecra, ...). Select the exact model. A list of available download is displayed. Use the filter at the top right to select All, or Win7 32 bits, or Win7 64 bits.Here is a link to get you started.

How ever that password was created, there is nothing you can do by yourself. You must take or send the laptop to a Toshiba Certified Center to have the password removed. You may have to show proof of ownership of the laptop, and you may have to pay for the service.

You can get a Password Reset disc download and burn to CD. Copy/paste the address below, into your address bar of your browser.

Download this file and burn it to CD. Put into drive and turn on PC, and boot from the CD. Follow instructions, choose the correct USER. & BLANK the password. make sure you say OK to write the data, and reboot. The logon password will now be reset blank.
This is the ONLY way.
This will NOT remove the HDD password or BOOT password only for Windows Logon password.
