Spend $50 to $100 at any TV/video repair-shop, for trouble-shooting and repair.
Or, spend $40 to $50 to buy a used 17-inch LCD screen, or $100 to buy a new 19-inch LCD screen.

All touch Keys locked?
I had the same problem. Hold the menu button in for 5-10 seconds and it will unlock.

How to fix pink colur screen on sync master 794 mg samsung
The connecting cable or the video card would be the first suspects. Try a different cable to connect the monitor first, if there is no change, the video card in the computer would be second to look at. Can simply connect a different monitor to your computer to troubleshoot this. If the testing monitor works, it will be the graphics card that is the issue.

Vga connection to the mother board
If your motherboard doesn't have a VGA connection, then that means it most likely does not have an integrated video card. If this is the case, then you will have to purchase and install a video card. It is very easy and your local Best Buy should be a great resource. The geeks there are usually very enthusiastic about explaining how to do it. I use to order from newegg.com, but they have become very commercialized and overpriced, like Best Buy. You can check tigerdirect.com or my favorite Amazon.com. Does this monitor use a separate AC power converter/power supply?
If so, unplug from monitor, and test voltage on the output plug.
Had a similar problem, it was the power supply, NOT the monitor.

How can I fix a synmaster b1630 monitor that has green tint on screen now?
If your LCD TV or monitor has stopped working, or is displaying one of the following symptoms, then it's a candidate for some new capacitors
- Flickering screen
- Screen image disappears after several seconds
- Dim screen
- Slow start
- Power LED on, but no picture
- Unusual colors and/or lines
The primary cause of LCD TV and monitor failure is caused by faulty capacitors. You can examine the capacitors in your LCD TV or monitor and actually see if they are bad.
If they appear bulged on top, then they need to be replaced.
New capacitors will solve a host of problems in LCD monitors and TV's and will extend the life of your monitor or TV by several years.
Check the cables, connectors and connections.
Take it to a repair shop.

Monitor keeps blinking every few minuts
Potential Problems:
Cables
One possibility is that your cables are messed up. The 15 pin connection cable could be malfunctioning. You should get a new cable and replace it to see if it helps your situation. If not, the problem lies somewhere else.
Environment
There could also be an electromagnetic interference affecting your computer. You should move the laptop around the building or room to see if the position of the monitor changes the flickering. If it stops when you change positions, then there is something in the virtual environment affecting your monitors ability to display properly.
Display settings
If your display settings are improperly set, then your screen could flicker as a result. You should go into your desktop main screen, click Properties > Settings > Advanced > Monitor, and set your screens refresh rate at around 85 hertz or less.
Video card
The other possibilities are that the video/graphics card that was integrated into your computer has stopped working. You should switch it out with a new one to see if this helps your situation.
Monitor
Try to plug your monitor into a different PC/laptop. If it works properly, then you have an internal computer problem. You should also update your monitor's drivers just in case.
