Dell poweredge keeps going to utility screen when
Well, that server went end of life about 6+ years ago so it's very possible that the server is done. Check your keyboard to make sure the F keys aren't stuck. Is there a disc in the CDROM? I don't think that model has the option to default to the utility screen but check out the BIOS if you can get in there.
Can windows xp operating system
Yes it can however XP isn't a network operating system. Your server would be deprived of many features and options that make a server a server. I've heard of people putting XP on their servers, and if all you are doing is using the Poweredge 1650 as a file server then fine. But you don't need a server for that, could have used a desktop with XP as a file server.
I went to upgrade the Ram from 1GB to 3GB. I
The RAM sockets may be bad or dirty contacts. Check the pins with a flashlight to see if anything is bent or out of place. Also, check the base of the socket for cold solder connections.
Dell poweredge 1650 is beeping with blue flashing ...
Flashing blue light is harmless - it simply means the Identify button has been pushed. There is a small button with a white, cursive 'i' on the front and back of the server - pressing this will make the light flash blue (or make it stop).
Go to Dell's support site and view the manual for the 1650 for an explanation of the beep code - identify the pattern of the beep.
If you are still able to get to Windows, use OpenManage Server Administrator to check the Hardware logs and RAID array.
System will power on for about 3 seconds and then
your poweredge has detected a hardware fault. If it is under warranty contact Dell. If it is out of warranty, you might carefully open the unit, and locate the fault diagnostic leds. They should be lit indicating the code for the fault condition/part.
Videoadapter in Dell 1650 server possible ?
8MB sounds like it is only recognizing onboard video.
Check the BIOS setup screen for video options. You may be able to select or enable PCI video.
If that does not work, Dell has lifetime phone support for their servers.
Write down the Express Service Code and Service Tag number that is on the server chassis and call Dell.

If it doesn't work you should be able to find a valid number at support.dell.com

Poweredge 1650 pinouts
Hi there, i'm assuming that you have a bare bons system without a case whichis why you are asking the question.
The power switch and status LEDs are mounted on a control board that sits to the left of the drive bay at the front of the machine and connects to the mai board via a flexible circuit board/ribbon cable.

Poweredge 1650 not booting
It is possible the mainboard/motherboard is bad. However, you might want to check the internal fans on the 1650 to make sure they are not clogged or they are not obstructed. That would be the
first thing to check. After that if nothing work, then look to reset the CMOS (you should simply be able to short a jumper for them) or just simply take out the CMOS battery for a minute, then reconnect it.

yup... norton ghost should be able to copy the failing disk onto a new disk, Disk -> disk copy

The I912 error is referring to the System Event Log is full of events and because of this is unable to log anymore. You must clear the log in order for the Server Management controller to log any more events. Now depending on the OS installed there are different ways to clear it. If Windows Server 2k8 you would use this command - wevtutil el ' foreach { wevtutil cl $_ }
Where with Server 2003 you can go tot he Event viewer and clear it.
