1. Tap on Setting > iCloud > Storage. Then tap on Manage Storage.

3. Under the Backup options, you will see Photo Library option, set the slider to OFF position.

I'm assuming you mean no internet service over wireless. if so, go into Settings>WIFI and look for your network. If none are present, your router is not transmitting or your wireless function is dead on your iPad. Had this problem and I had to reset to cure. You could try deleting browsing history first but pretty sure it didn't work for me so had to reset device. Probably not what you wanted to read sorry :(
