The model listed will have INSIDE a high voltage transformer with two plastic adjustments on the rear--focus and screen are typical--screen needs to be adjusted up just a tiny amount in most cases---CAREFUL AS HIGH VOLTAGE THERE AND ADJUST MUST BE DONE WITH SET ON.a few models may have the screen control on the board at the rear of the neck of the picture tube but that is rare.

If you have a bit of basic electrical safety knowledge and some electronics skills, then you can unplug the power cord and disassemble the enclosure to have a look inside to see if the damage is something simple like a blown fuse. This can be replaced for under $5.
If the problem is more serious than that, or you are unable to conduct the troubleshooting / repair yourself, then it is probably not economical to repair it. A technician will charge you at least $60 just to have a look at it, not including any parts that would need replacing.
Decent quality second hand 36 inch CRT TVs can easily be purchased these days for under $50.

TV brightness problem
Please view my Tips & Tricks. I have a tutorial which will help you correct this problem. Your Screen Voltage is too low. You will need to take the back of the TV to fix this. It's not hard, just be careful... the TV must be powered on during the adjustment. I hope this was helpful, best wishes.

If this just happens while vcr is playing. Check the vcr. Did you happen to adjust its brightness and contrast settings. If things doesn't change. Then if this model is a crt type could be adjustment on its flyback transformer is needed tweaking slowly its screen knob or tweaking also its focus knob until you got it to the level of viewing it correctly.
But be aware, hazardous voltages inside it. Or let th technician set it for you, its a minor adjustment.

Brightness and color
It really depends on what YOUR eyes are pleased with - if 50 looks good to you, that's where it should be. It seems like you might be afraid of messing up something - don't worry, you can't hurt the TV by adjusting the customer controls :-) You might try a little experimenting - kicking them up to 75 might give you a brighter and more pleasing picture. I've been a TV technician for years, and I generally like the brightness and contrast up almost to the maximum (I like a bright picture as opposed to a "warm" one), with the color and hue adjusted for an accurate reproduction of facial tones. But the bottom line is what YOU want - feel free to experiment, you can't hurt anything as long as you don't start taking out screws :-)
The Contrast and Brightness on tv appears to be dark.
If this is a CRT-based TV and it's been played most of the time, you may have a bad picture tube, especially if strong red colors bleed to the right. CRT's dim with use, unlike LCD or plasma. But it could also be trouble in the video circuits - none of this falls into the DIY category, unfortunately. High voltage involved, unless you're comfortable around it and want to try turning up the screen controls inside the TV. If you do, let me know - but "no response at all" from the external adjustments points to a more serious problem.
No vertical deflection Toshiba model #CF27H40, need schematic
If this is a CRT television, replace all electrolytic capacitors in the vertical circuit - this fixes 90% of all vertical deflection problems. The capacitors most likely t0 fail are low-cap, high-volt such as 3.3 uF at 50 volts, etc. Quicker and cheaper to replace them all, rather than tracing it down to the one bad part. Total cost if you do it yourself is about $15 tops, and make sure you install them correctly - electros have a plus and minus lead, and must not be installed backwards or you'll have serious blow-upage of the new parts. Before replacing the caps, however, go over all solder joints in the vertical section, reheat them and add a touch of fresh solder. You may end up not needing to replace anything.
Well i really want to
You can set these controls to your liking, though a lower brightness setting might increase the life of the screen. First, set the brightness and contrast to a level that is pleasing to the eyes, then adjust the color to look realistic - enough color without being disturbing. If faces area look greenish or purplish, then also adjust the tint (sometimes called Hue) until you get accurate flesh tone. Flesh tone is the best thing to adjust for; when you get good flesh tone, the rest of the picture will look great. ALWAYS make adjustments during a live news broadcast, which tends to have the most accurate balance of brightness, contrast, color level and hue. Note that commercials are all recorded in different studios with different settings, and will usually not look right - it's best to just live with this than to constantly readjust the TV. There are also DVD's available which walk you through proper TV adjustment.
