Hi. Four years late, but do you still need instructions for the Heller HPH15LED panel heater? If so, I can email you a scanned copy. This heater has one of worst user interface designs I have ever encountered on a domestic appliance. Totally non-intuitive -- you really need a manual!! Cheers - Mike

To find the problem you will need to pull apart the switch(s) and the thermostat and follow the power to see where it is stopping at...

if there is power to the element and no heat then your done the element is not repairable...

If you find the problem is in the switch or the thermostat, you may be able to find the needed parts here

No need for water.It is factory sealed and full.

It is working properly. It is suposed to go off and on just like your house heater it is thermostat controled the higher the setting the longer it stays on till it reaches a certain tempeture factory preset

Basic ...set to desired heat setting...it will turn itself on and off to maintain that temp in room (This is made for small rooms)

Here was the tricky part for me:
The round timer dial has red tabs on the outer edge of it. They all should be pushed inward to allow continuous operation.

From the manual:

Please note when you first use your heater, all the tabs are outwards. You must push in those
tabs for the period that you want the heater to work. (If you want to bypass the timer you must
push all 96 tabs inward).

Question edited for clarity. It probably needs a top up of refrigerant gas. Take it into a local refrigeration company.

That means that the switch is broken and is passing power when supposedly off. Claim on warranty, it is dangerous. If they say no, ask if there are any Class Action Lawsuits on it yet? https://www.delonghi.com/en-us/customer-service/warranty ..

:To open the case of a DeLonghi model PACAN125HPEC, locate the screws on the back of the unit and remove them. Once the screws are removed, carefully lift the back panel, being careful not to damage any of the internal components. The case should then open and you can access the internal components.
