That's the presser foot and it is made to be removed so you use other presser feet for certain functions. I realize this is a year too late, but maybe someone else can benefit from this answer... I have a 3204B and the feed dog is to the right of the bobbin area. It has red lettering on the face and requires a little umph to raise it.

Sewing machines need to be worked periodically even if you aren't sewing a lot. The oils and greases inside get all gummed up and literally will seize them up. Your best bet is to take it to the pro, pay the $$$ and have them, clean, oil, grease, replace belts, and adjust. OR if you want to give it a try.. DIY... kerosene based cleaner. Clean it well, then oil it properly. Make sure the machine is UNPLUGGED while cleaning.

Undo tthe needle to raise the needle arm ...this will allow you to get under and carefully cut away the jam....there really is no easy way, and you may have already damaged the fabric if it is in the feed teeth, so be slow and gentle.

Vinyl will stick to the presser foot so either pit talcum powder on the vinyl or have a toilet roll on your lap and sew the toilet roll on the vinyl then peel it off

Ok which is it? A Singer or a Necchi? If it is a Singer or a machine like the one picture here.... slide the grey metal plate toward you. You'll see the "drop in bobbin" Look for a little lever or button that will lift the bobbin up so you can get it out.

Change the needle. It sounds as if it has been damaged and bent.

Are you sure it's a screw type knob and not a push pull button type?

Flat Bed Attachment is correct. Is Necchi even made anymore? I don't think so. Your search may be futile. However a good wood worker could make you something to fit.

You might have thread stuck in the feed dog.

It may not have seized there may be a very small piece of thread jammed in the raceway area, you need to take the bobbin case and the raceway out to check

the machine may need to be serviced since the black dial will not move
