Semi Dead Panasonic KX-TGA100N with ''C533'' displayed.
Panasonic KX-TG1050N Cordless Phone. Base handset (No. 1, KX-TGA100N) does not work, no keypad response or dial tone. Green indicator message light ON (should only work with the TG1000N base unit) all the time till battery runs down. Display shows message ?C533?. Can still send and receive calls on extension phones 2 and 3.

For KXTG1000 only
The base unit must be connected to the AC adapter and the power must be on
Press the following sequence of buttons on the base unit: * * 3 3 5 7 8 2
When the display reads "Enter Base ID", deregistration has been completed successfully
For KXTG1050 only
Disconnect the AC adapter
Hold the Locator button down while you plug in the AC adapter
When the Power light flashes, release the Locator button
Immediately press and hold the Locator button again, and release when the In Use light flashes
The Charge light should flash for 4 to 6 seconds and then turn off
When the Charge light stops flashing, press Locator again
In about 20 seconds, the handsets will deregister. When the
displays read "Enter Base ID", deregistration has been completed
successfully.
Restting the phone handset number
I would suspect that you need to de-register both 3 and 4 at the same time before re-registering them. This probably will not work if the base unit still thinks phone number 2 is out there somewhere. It would need to be de-registered as well for the others to move up a notch. I did read the process for de-registering somewhere on the web, don't remember where, just that it involves removing/installing the battery and punching some buttons.
