How long does it take to fully charge a wheelchair batteries

If the batteries were discharged completely, the battery charger isn't strong enough to start the charging process. Take the batteries out and charge each one separately with an automotive type battery charger that is NOT automatic. This may take a day to recover this way. When the battery shows over 10 volts with a dc voltmeter you can re install them in the chair to complete the charge with the 24 volt charger. If the batteries have any amount of age past 2 years, it's time for new batteries.

Lights come on on joystick and horn works when charger is plugged in. When charger is disconnected there are no lights and horn does not work.

New batteries take a while to get charged. If not charge, then something is wrong with the charger.

Jazzy battery lights will not light and the car

check there is power in the batteries, if so check all wiring for breaks loose fittings, fuse trip switch etc, failing that it may well be the controller, hope it is not that as they are not cheap.

My fiancee had a older

maybe the motor brushes, there are two small black plastic screws on each motor, just undo the screws and in side you will find a spring attached to the motor brush, take it out take exact size of existing brush and look for a match on ebay prob about 3 pounds a pair i would recommend doing both brushes on both motors at the same time, once you fit the new ones you may need to turn the wheels by hand if they do not start properly, and it may be a bit juddery for a very short time if there were and particles left on the motor just to clean them off.that should solve your prob, if not then check the wiring and connector are not damaged and making contact.

Would you please explain what happens to a P&G

sounds like over sized batteries, check the ah rating for the chair and the battery rating, please remember it you have a different controller from the factory spec it may not be rated to the ah rating of the batteries., or may be a short in the wires some were.

It sounds like you are describing the seat elevator on the 1120/2000. Depending on the type of electronics ( Penny and Giles or Dynamic) and the type of toggle (through the joystick or a separate toggle switch), there a number of explanations.
The electronics are designed to inhibit or slow down the speed of the chair 1/4 or 1/2 based on the position of the elevator with regard to the magnetic reed switch sensor on the elevate post. If the elevator is slightly raised the magnetic switch opens or closes. This inhibit is designed to slow down the chair for safety when it is elevated.
You may have a bad inhibit harness, bad sensor, poorly adjusted sensor, etc. The sensor and wiring is easy to check and adjust. The way I diagnose this problem is to bypass the inhibit harness to test at full speed and work my way back to the faulty component.
You can do the magnetic reed switch adjustment yourself with a small screwdriver. Move the magnet and sensor on the elevate post until it works. This is a trial and error type of adjustment. The sensor and magnet should move close enough to activate the switch sensor without hitting.
The fact that the chair does not work at all in the down position probably means the harness is getting pinched or is bad, A continuity check is the best way to verify this.
By the way ,the easiest way to do all this checking is by pulling the seating system and removing the cover of the base. A common household magnet is handy to have for testing.

Charger on, chair won't charge, pushed in reset,

What do the lights on the joystick do when you turn it on with the charger plugged in? If the lights are not scrolling then the chair is not recognizing the charger. If they are scrolling the charger is the issue. If you can try another charger.
