If it's still under warranty it'll need to go in for repair. That's a symptom of a digitizer failure. (The part of the screen that recognizes touch). If it's out of warranty the replacement part can be bought off eBay for anywhere from $20-$60, depending on the specific model number and how technically proficient you are. It's really easy to break these screens trying to remove them so it might be better in the long run to just buy a replacement.

The only way to unlock a locked phone is to perform a factory reset on the phone, however *THIS WILL DELETE ALL CONTACTS AND DATA ON THE PHONE* it's different for every phone but usually to initiate the reset you need to turn your phone off, then back on again whilst holding the volume up, power and home buttons simultaneously.

well you mean the screen is frozen up or not responsive to your touch? if so do a Hard reset and that will fix the issue the issue ,before doing it pull out the SD card.
