Hi,
The first thing you need to check is the air filter. Sometimes critters can get into the airbox when a bike sits for awhile. Sounds crazy, but it has happened to me. If nothing is blocking the filter, give it a quick clean since you have it out.
Next things to check:
Faulty diaphragm
Improperly adjusted fuel level
Clogged or loose main jet
Faulty fuel pump
You may not be able to check these on your own, but these are the next likely culprits.

SOURCE: where is the oil filter on my yamaha V-star 1100

On the right side of the bike (right side when ou are sitting on it) just above the rear brake lever behind a small circular plate. remove the plate and the oil filter is inside (you will easily see it). Warning---on these bikes you have to drop the front exhaust header and right floor board in order to change the oil filter unless you install a after market oil filter relocation kit. If you plan on changing your own oil it is highly recommended to install this relocation kit.

Jump the starter directly from a freshly charged battery NOT a car battery, if it turns then it's good and you may have a bad starter relay or neutral safety switch or starter switch is poorly grounded.

Sounds like your idele needle is blocked by foreign object. try to add Carb & Jets cleaner to clean sticky gums on your carburetor needle seats which can be bought from any shop that sells motor lubricants.This cleaner is a general purpose jets cleaner mixed into your fuel tank, comes in a bottle, first use 8 oz (250ml) for 4-5 gallon (15-20 litre) tank, run bike until runs really low, add another bottle and fill-up tank full again, this will give you a cleaner fuel line and carbs as all sticky and soluble gums are neutralized and burn out in the combustion cycle. You should notice the difference in the second fill-up. If good enough, please return a comment. Thanks

My 2003 V Star classic FI has what feels like a miss-fire or some type of erratic hesitation at freeway speeds. Any advise?

It may be as something as simple as needing a new set of spark plugs. When was the last time you had it tuned up? You might also have condensation in the fuel - winter time does that to a bike. Maybe try some water remover in your tank.
