More information would be helpful.
Do any lights work, ie signals, four ways. Does rear brake light work and just not light when front brake is applied.
If all lights are dead did you check the lighting fuse?
Fuse panel is under the left side cover.

Torque specs for drain plug
The only drain plug on a Sportster is the "primary chain case drain plug". It torques to 14-16 foot pounds.

Need to lower my VN 1700 about an inch, any suggestions
You should be able to let the front forks thru the triple trees a bit but make sure that rear of the fender does not hit the exhaust pipes or other things around it. For the rear you can probably buy a short shock.

Speedometer light up mileage will not change nor
Does the speedometer work (registers speed)? If it does, then the push button switch is faulty. If the speedo does not work (does NOT register speed) then probably the speedometer has failed.

How to remove rear fender?
Remove the seat. Unplug the connector for the taillight and rear turn signals. Stabiliize the bike and remove the upper shock bolts. The job is also easier if you remove the rear tire. Remove the bolts from the fender struts on both sides. Be sure to hold the fender or clamp it place when removing the bolts so the fender doesn't slip out of place and get scratched. Unplug the turn signals from the taillight housing. Pull the wires and connectors through the holes in the struts. Lift the fender out.

i think the brake switch is faulty and heres how to replace it
Rear Brake Light Switch Replacement
- 1
Check that the ignition is in the "OFF" position. For additional safety, disconnect the negative terminal from the battery.
- 2
Disconnect the switch from the wiring harness by gently pulling off the spade connectors.
- 3
Unscrew the switch from the rear brake master cylinder, using an appropriately sized wrench or pliers.
- 4
Clean the switch mounting threads on the master cylinder to prevent contamination of the brake fluid.
- 5
Apply a drop of LOC-TITE to the new switch's threads and install it onto the master cylinder, tightening it down to 84-120 inch-pounds with a torque wrench (if available). Connect the spade connectors to the new switch.
- 6
Turn the ignition switch to the "ON" position and depress the rear brake pedal. If the brake pedal feels soft or the brake light does not illuminate, then you may need to bleed the brake lines to remove air bubbles.
