I have a 1998 regal....when i turn the key on the dash lights go crazy. a white box under the dash is making a buzzing noise,could the box be my problem?

NEED MORE INFO......It sounds like the battery could be almost dead or you have a bad ground connection....need eng. size/mileage......Be positive that the battery is at full charge with voltmeter.
Disconnect battery and check for strength.....reconnect only if battery is good...NEED INFO.

Turn key, no start, dash dead, but intermittent symptons

First I would look for voltage drop of both end of battery terminal.not a look or seem tight . you have to do it (voltage drop) and terminal at alternator.
now does alternator charging. take voltage of battery
if the problem occur have voltage of battery taken
like I read your problem it looks like wiring terminal ground and positive
the noise you hear is probably low voltage to a relay and the dropping voltage make the relay switch inside relay cycling noise click or buzz

There can't be any noise after 5 minutes. There are capacitors that take a few minutes to drain down. It could be your clock winding or your abs cycling. Listen and see if it's coming from your fuse box a relay

sounds like a malfunctioning signal flasher, it is located under the dash on driver side, they are cheap and easy to install.

I had the same problem with my 98 regal. I replaced a wiring harness on the steering column that has heavy gadge wires coming from the fire wall and going to a small black box directly below the ignition switch.Since I replaced it I have not had any problems
