Once engine is hot
all cabin setting set to heat
check hoses going into cabin from engine - are they hot if not check - engine thermostat.
flush cabin heater core with water from garden hose - through both core hoses one direction then the other - to clean out core.
check vacuum doors in heater core box in passenger compartment.

My 2001 celica vvti power steering whins when cold

This could be caused by dirty or over-aged power steering fluid, it's not flowing enough when the engine is cold (so the fluid) lack of enough fluid flowing through power steering pump can cause the power steering pump to start whining. 2004 toyota celica will not blow hot air for twenty minutes

If the engine temprature does not reach the normal level as it used to, it may be the coolant thermostat.

Iif it does, it could be air diverter gates not working properly, cold air blowing at a a light could point to that. The diverter gates are located under the dash.

It also coul be the valuve that controls the water to the heater core, but unlikely cause of the cold air at a light.

Toyota Celica gts 2000 blowing cold air when heater is on.

nothing try back flushing heater core, they clog up due to litle water preasure,you might want to flush cooling system if you already havent, hope this hleps.

Toyota celica vvti key programming

Put key in ignition. Hold down one of the key buttons and hold it down while you turn the ignition on. Door locks should pop up and down. Then release button and remove key.
