you need a test light to see if there is power and earth going to the horn when the switch is pressed,, if the live and earth are present you need a new horn if they or one of them are missing you will need totrace back from the horn to find either a broken wire or a faulty switch ,,, hope this helps
Take the horn button assembly apart--there should be only one wire there (goes to the horn relay) and not be grounded. It goes to the insulated metal part that grounds the plate when button pushed. Unfix the grounded wire and see if horn is quiet. You may need to replace that wire if it still sounds.
