Dexcool is the GM silicate free coolant. If something else has been added, you need to do a good flush. Mixing different types of coolant can have some nasty consequences.
You can find Dexcool just about anywhere antifreeze is sold.

Look for the silly stuff. Check for things blocking off the radiator, coolant level, water pump belt, etc. If none of those help, check the cooling fan, coolant temperature sensor, fan relay and fan fuses. If everything there is working, consider a stuck thermostat, an obstruction in the cooling system itself or a failed water pump. Kind of a long shot but engine timing can also make it run hot. Hope this helps.

I have a coolant out the exhaust problem I know it's the head gasket. What caused the headgasket to go bad?

The Cadillac Northstar 4.6L V8 is known to chew threw headgaskets because of the head bolts pull out of the block from the threads, the block is not threaded enough to "hold" the bolt under extreme pressure. Many of the mechanics I have known consider it a design flaw. I personally avoid any FWD Cadillac after 1995, the last year of the somewhat reliable 4.9 V8. If you like big American FWD cars, strongly consider the similar Buick Park Avenue, powered by the venerable 3800 V6... after you dump your Cadillac of course.

1999 cadillac deville 4.6 heater blowing cold air, set temp at 90 degrees

Besure that you have enough coolant. Your engine has head bolt issues and this allows compression gases into the sooling system, and this pushes coolant out and the heater goes cold before the engine everheats.... VERY expensive to fix correctly. There is a test to determine if exhaust gases are in the cooling system...
