JUST REPLACE ALL THE FUSES , OR CHECK THE OWNERS MANUEL UNDER FUSES. IF YOU DO NOT HAVE ONE CHECK AT AUTOZONE FOR THE MANAINTENANCE BOOK FOR YOUR CAR IT WILL HAVE A DIAGRAM IN IT
All the electric windows are serviced by the same fuse, The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the widows fuse it should be around 30 amps.
There might be a fuse with more than just the wipers on it. Does anything else not work? A blown fuse is most likely the cause, it might be hard to locate check owners manuel for fuse locations as they can be in several locations.

You are describing a blower inside the car that does NOT blow or run at all? Very important, check the fuse? Is the blower resistor plugged in?
The resistor is located just below the glove box in the housing where you can see it. It sticks in an area where the air can have air passing over it from the blower running, will keep it cool. The blower switch must be checked.
Do not rule out the blower motor either. The blower motor can be powered up in place with jumpers to verify whether it is good.
I hope this is of some help to you.
Jiggling the fues box and sometimes works, that means some connections are lossing. check the back of the fuse box to find out which one is lossing and fix it.
