No, steering lock is a little pin that activates in the steering wheel when the key is removed and the steering wheel is then turned to 90 degree angle. Sometimes you need to jolt the steering wheel to the left and / or right whilst trying to turn the key in order to unlock it.

Steering wheel vibration whe I rotate it??????

The vibration and rubbing may be separate issues. There could be many causes for vibration, ranging from low fluid, sticky rack valves, etc., to the tires simply grapping and releasing on the pavement. If it only does it under heavy use, such as when standing still and turning alot, then I suggest not doing that. It is hard on a car to turn the steering wheel when the car is not moving.

Have you tried turning steering wheel left and right while trying to turn key. Tight locked steering wheel will keep pressure on lock mecinism.
