if yes all cars are a mess now. that old, (RUST MAX)(
the cure is a new fuse box or used off car-part.com from texas or Arizona
i guess new relay is not tried.??? really?
the relay is in a socket, if you look at the pin and see rust or green corrosion
then that is a huge problem common. but not where I live.
one can dismantle the fuse box and look for damage
red rust or green corrosion.
sure can and near impossible to fix, it. only finding one rust free is the fix.

I am wondering do you hear the fuel pump when you just turn the key into the on run position not crank just in run and listen and see if you hear the fuel pump run for a second, If you don't hear it you will want to check for power at the fuel tank, and have some one cycle the key while your under the truck with a test light. Hopefully you have power and you hear the fuel pump run. Now if you do hear the fuel pump running then the next thing you will want to check is for spark, It could be the ignition module or pickup coil. check out those thing and I am sure you will be able to figure out whats going on. Check in relay box on passenger side near firewall for fuel pump relay.
By -pass, no such luck that I' aware of, sorry.

passengers side firewall behind plastic cover thats about 12 inches long with a bump in the middle,where the battery cables hook together ,there should be 2 relays there and i think its the one closest to the drivers side

4.3 and 2.8 motors have a ceramic module in the distributor. if you have alot of miles on the truck, and there is no spark, that module is usually the culprit. easy to replace with a nut driver and some dielectric grease. mod is located in the distributor when you take the cap off look straight dowm and its right there.
also check eec relay and fuse. that will also cause the prob.
