Start with the simple and replace the fuel filter, a dirty fuel filter will also cause what you have described and a ICM (ignition control module) going bad will also do the same.
You can remove your ICM and have it tested free of charge at Auto Zone or Parts Source when you go and pick up the fuel filter. A bad ICM will cause your engine to stall out and eventually fail totally and your going to have a no engine run situation.

The ground wire to your fuel sending unit may have corroded off. Inspect the ground wire to the sending unit since it's separate from the rest of the fuel sending unit wire harness. The EGR could just be dirty with carbon build up and can be cleaned with Carburetor cleaner. If it's too badly gummed up with carbon, you may have to replace it with a new EGR valve. The other area to address would be is to also is to clean the throttle body with throttle body cleaner and pat attention to the IAC ( idle air control) valve. If that if that is also dirty with carbon, it will have a hard time adjusting the engine idle speed between the different loads on the engine when stopped.

I had the check engine light go on and had two codes. one said the fuel pump got less than 2 volts. and the other was egr was open to long or something and says to replace egr. Both sound like they could cause my problem as well. would it be the fuel pump relay or the fuel pump or some other reason why the power got lowered to the fuel pump?
