Are the front or upstream oxygen sensors over 100,000 miles? Air Filter new? Always change oil before inspection & use full synthetic Spark plugs over 2 or 3 years,won't pass insp Clean MAF Sensor
engine oil will be 10 w 30 if you have 25,000 miles or more on this engine. If not use 5 w 30 until you do. Normal wear in the engine upon the higher mileage needs a thicker grade by then
I have never seen a car with a break light. Does it come on when the car breaks? See owners manual to change a stop light bulb that comes on when you step on the brakes.
If it's the water pump there should be water leaking, if it's the steering pump the noise would change as you turn the steering wheel left to right. If it's constant, it could be just old belt and bad idler and tension pully. Start buy praying a little water to the belt while the engine is running and if the noise goes away, the belt is in time to be chaged. If the noise is still there, then most likly it's the ilder bering or tension bearing. Good luck
