I have nissan sentra 1992gxe.i turn on the ignation but it doesn't start doesn't even crank.is it starter or fuse or something else.

It sounds like the starter. Take a rubber mallet or a small hammer and beat the starter a few times not really hard like it owes you money, but hit it good. If the car starts after this your starter is stuck and needs to be replaced. Now this might not work, the starter can be so bad that nothing like this will help. Take it off go to your local parts store and they can test it for you. There should not be a fuse anywhere on the starter wire. O yeah make sure the battery is good and charged up. A low battery will do this too.

1983 monte carlo 305cid when you turn the key to start absolutely nothing happens battery is new and good double checked that does not attempt to turn over nothing happens

Thanks for choosing FixYa and welcome to the site. You need to check your ignition fuse in your fuse box. If the fuse is good, make sure the terminals ends on your battery wires are not loose. Make sure they are clean. If your battery connection is good and the battery as well, try changing the starter or starter solenoid. Once you find it, try hitting it a few times to see if it will start. Since the battery connection and battery is good at this point, change the starter. Make sure all the wires to the starter are connected. When working on the starter, make sure you take the battery terminals off.

Electrical, the car won't start and windows do not work.

Try removing the battery terminals ,and clean them, and the battery post to where they are shiny, then replace them back on the battery, good, and tight. If this does not help, have the battery checked,If the battery is good, and you are sure of this, tap on the starter with a hammer ,but not hard, while someone tries to start it,if it staRTS,REPLACE THE STATER.
