Noises during slow tight turns are usually CV joints going bad. A way to check, is to jack up one front wheel, set the parking brake, and put the car in drive without pressing the gas. Turn the wheel to both extremes, and listen for the noise. Repeat with the other front wheel (set the first one back down) and listen. Whichever makes the noise, is the side you need to change.

I would have the front wheel bearing adjustment checked first as if they are loose the rotor will be rubbing on the pads and the vibration will be wheel wobbling on the loose bearings Unless you replaced the bearings with new ones then they will fail especially if the adjustment was too tight and too much grease was used.

Roaring noise in front wheels on 1999 Mercury Cougar, sounds like tires. I purchased a new set of tires and still have noise. Noise is while driving and turning left, quiet when turn right.
That description indicates wheel bearings, replace all 4 in the front end of your cougar.
I suspect that the right front bearings have failed in the STATIONARY race, at the top of the bearing.

Check the condition of the wheel bearings, front and back side if the brake rotor, and the back side of the rim. Everything should be clean, rust build-up can throw everything out of true. The hub or wheel-bearing should be tight and smooth when spun.

Breaking at slow speed there is a bad bearing o scrunching noise.
This is a hub issues. the bearings are dry and i would get this looked at before they get to dry. i would also check the entire axle assembly as well. just too be safe. i suspect the bearings will need to be replaced. (repacked)
