On cold mornings Under 32 degrees the car does not turn over. When the outside temp warms up 40 degrees+ it will start. 2003 mini cooper

    Don't think that is it. New battery within the last 2 months. Turn the key and nothing happens. radio and lights work.

The battery may be the problem there is a rating on batteries called CCA this is Cold Cranking Amps. This is how much cranking amps the battery has in cold conditions.When it is warmer the cranking amps increase to start the vehicle.

in cold weather diesel gels up and sometimes causes a no start issue..a cetane fuel additive helps with this issue. if temps go below 20 degrees, add a quart per tankful of cetane to the fuel to help start on cold mornings. also diesels require more amperage to crank than gas engines do..thus a stronger battery is needed..

Hello.
If the outside temperature is below 32 degrees, your battery loses as much as 15% of the amps that are responsible for turning the engine over.
On your battery you should have a sticker that shows a rating for "Cranking amps," ( CA ) above 32 degrees, and "Cold crancking amps" ( CCA ), below 32 degrees. Your car most likely needs atleast 700 CCA.

Also, if you do not have a maintenance free battery, ( It should say right on the sticker if it is. ), you may want to check the levels in your battery. If the cells are low it will prevent the battery from reaching a full charge.

LOL repeating questions. Its your ignition switch. its a common problem with ions ( I myself have a 04 ion and had it replaced twice in 3 years) repair is around 400 dollars with labor. Just google "ion not starting in cold weather" and youll get TONS of threads. No recall either its stupid

have car scanned look at tps minnum should be around .50 at key on or running
also look at ect sensor if possible when ehgine is cold temp on engine should be within 5 degrees of outside temp

Horn not working on a 2003 mini cooper...

If you have removed the front bumper then there were holes in the metal bumper the size of baseballs on either side. Just to the outside of these holes and behind on the core support is where the horns are suppose to be. Your outside temp gauge should be the longest wire on the drivers side that comes through the metal and attaches to the inside of the plastic bumper.

Some times there is chime to indicate cold temperature and the temp will flash on the tach. When you start up there is a chime when you are due for service. check the speedometer at the milage reading when you start your car. it will say under it oil service or inspection that is the mileage left till the service should be performed.
