Gear shift is locked. we can only shift the car into drive and neutral.
The automatic transmissions on these vehicles are known to die early in
the life of the car and Volvo is well aware that the vehicle has a dud
auto transmission. The symptoms you have mentioned are an indication
that the transmission has had it. It's basically just running in limp
mode now.
You don't say what mileage this vehicle has clocked up but even low mileage vehicles have had to
have the entire transmission replaced due to failures like yours. You
also, no doubt, have a transmission alert showing on the dash.
The
bad news is that a replacement automatic transmission will now be necessary
and this will be costly. Even then, with these cars, you could experience another
transmission failure after just another 30000 miles or so of driving.

This problem has occurred and been resolved on our 2005 Volvo XC90 several times in 2009.
If we start to shift before coming to an absolute complete stop, the car will not shift past neutral. After putting the car in neutral, turning the wheel to the left and right and shifting several times between neutral and drive the gear shift "unlocked" and we were able to put the car in park. We prevent this from happening by allowing the car to come to a complete stop and then wait 2 seconds prior to shifting.

You're going to have to crawl underneath it, and see what's going on. Your linkage has probably come loose, and the shifter is sliding on the rod, instead of changing gears like it should.

Depending on whether it is a column shift or floor, you have to get the linkage loose enough to get the car in neutral, move the selector back to the proper setting, and tighten everything up.
If the car is not setting on a hill or incline, you should be able to move the shift levers by hand when you've loosened the linkage and move it until it is in neutral. Put on jack stands and chock the wheels that are on the ground.

Sounds like a linkage/cable to me. Disconnect the linkage at the transmission and move the shift actuator by hand to see if there is the same things happening. Don't try to do this with the engine running unless someone is holding the brake inside the car.

Is it a floor or column shifter? Can you put it in park? Could be the brake safety sensor.
