Bulb may be no good as in headlight bulbs one filament can go leaving only either low beam or high beam operational on one headlight so change the bulb first on that side other than that could be power related
I believe you have a separate fuse for low beams. Also, has a headlamp relay which may fail, or it is possible both bulbs have failed (unlikely, but it happens).
possibly due to multi-function switch, turn on headlights, and EASILY wiggle around the directional stalk, see if lights come on, if so, theres your problem
have the car scanned for codes in these years some high end bulbs set codes in computer and shut down some features another issue is your daytime running light modual maybe shorted if you can get a location on it unplug it lights should work normal if both of these dont work it is usually the high low beam switch
I believe vw uses 4 fuses 2 high beam, 2 low beam, see if high beams work, check for a blown fuse. Another possibility is a corroded wiring harness that plugs in behind the headlight. Unplug and replug the headlight socket a couple times to clean corrosion.
this case means the relay is ok . only your S.w high/low have problem no need to check relay . you can check only when no lights ( parking .and high/low beam ) replace S.W all will be ok .
on these cars if 1 of the bulbs blow out then you will have to replace them both because they wont work. replace both headlight bulbs and they will be just fine
