I'd still vote for the bulb being bad. The high and low beams use two different filaments, so unless the bulb is physically broken, it is common for the low beam to be bad whilst the high beam is good.
That's why you see some people driving around with their high beams on -- they don't want to get stopped for a 'light out' citation..
When you take the bulb out to replace it, be sure to look at how it is mounted before removing. You don't want to accidently adjust your headling out of kilter.

It's on the driver's side. Remove all the plastic & it's in there.Big rectangle, black box,about 1.5" thick,lotta wires.

Headloght switch or dimmer HI-Lo switch is what I would look at. The power to the headlights goes through the dimmer switch before it gets to the bulbs. No relay!

I can't help but notice that you say you've replaced the headlight relay? That's quite odd, because there is NO headlight relay on this vehicle- only a 40 amp fuse located in the power distribution box that sits behind the battery inside the engine bay.
The switch is notorious for burning out because there is NO RELAY on this vehicle, and there is a recall (#819) but this only affects 3500 models even though the headlight wiring is the same for 1500,2500 and 3500 model Rams.
