Replace the switch beside your seat. It's bad. If it where the switch under the dash at the steering column you would have troubles putting it in gear.

Check the fuse and relay there is also a cable attached on it to a gear assembly if it needs to be replaced as a system you must index mark it for disassembly and reassembly this is a very difficult repair to do so check all the electrical stuff first before you try this search your manual for the fuse and relay locations for your year 2003-05 are the same also lincolnonline.com, gives you the procedure to follow

SOURCE: replace axle seal on 2003 lincoln town car

You have to remove the differential housing cover.
Then turn the center housing until you can see the 5/16 bolt that holds the center pin that goes thru the spider and axle gears.
Remove the bolt and center pin,be careful that the gears stay in place.
Then push in on the axles to expose the c-clips on the end of the axles and remove the c-clip.
Then remove the axle.

Hello Callahan5922....this sounds like a stuck blower motor resistor. I assume the blower won't function in the a/c mode either? If you have a digital multimeter you can check this. I believe it's fuse #2....if the digital indicator goes up or down when you increase or decrease the fan speed thats good. Locate the blower motor resistor....you wil find it located on the fire wall behind the right valve cover hiding behind the heater hose, it's about the size of a cigarette pack. With the engine off, and key in on position, turn the A/C on High, and rap a tap tap tap on the resistor. You might be suprised when the blower motor takes off a runnin,

this is done thru the computer and would have to be adjusted by a qualified mechanic with proper equipment if its the leveling system your referring to its at both the brake and gas pedal in an assembly that attaches to both pieces

sounds like the brake/accelertor adjuster motor isnt working... 1st start by checkin the fuses under the dash if all looks well go down to where the accerator pedal/motor is and check for 12v at the connector if your gettin 12v with the switch depressed replace the accerator pedal adjuster motor
