At the point where the air intake hose is connected to the engine is a part called the "throttle body". the TPS is attached to the outside of the throttle body. See picture below.
get a fuse tester and find out which fuse runs the turn signals, if the fuse is good, then you need to replace the turn signal / relay (usually about 5-10 $US)
look for a tail light relay and fuse--probably in the engine compartment relay box. Try swapping the tail light relay with the horn relay and see if the lights work. If yes, replace the relay. Please let me know if you have more questions.

You should find it under the hood in a black plastic case marked "FUSES" there should be a indicator showing with fuses, and relay is which.
it wil be located in the fuse box, the fuses should be listed on the box or inside the box and again in your owners manual. If you can not locate this way you will need to pull each fuse till you find the burnt fuse replacing with the same amperage fuse. Cigarette lighters can and do go bad, if you find no burnt fuses the lighter can be bad. This can be checked with any 12 volt plug accessory. Good luck.
