You have a problem in the fuel pump relay circuit for sure then. I'm betting the relay, but it could be that dropping resistor.

Your vehicle's fuel pump relay is located on the relay center, behind the glove box, 2nd column of relays, 2nd one from the top.

SOURCE: trying to locate fuel pump relay for 1991 corvette- coupe

The fuel pump relay in the 1991 corvette is located under the IP on the pass side.
Open pass door, unscrew two screws under the glovebox (you will be upside down in the car), take off the fuse panel, unscrew third screw to plastic plate underneath glovebox, pull away carpet (velcro), pull down plastic plate (watch out for the wiring to the lamp), then under the glovebox you will find a number of fuses and relays if you dive in under there DEEP, prob 4 or 5 in a row, not really sure wich one, but one in the middle is the fuel relay, and they are the same (interchangable).
Take a look at --the12volt.com/relays/relays.asp--
It´s those relays we are talking about.

What order do you go in diagnosing a fuel problem on a 1995 buick regal (3800)? Fuel filter, fuel relay fuel pump?

first listen for the pump when you turn the key on (not start). If your don't hear the pump come on, check the fuse and relay in the engine compartment fuse box. The relay should click when the key is turned on. If it doesn't click, interrogate the relay socket following the procedures here: http://www.fixya.com/cars/r6022358-relay_check . If the relay is not getting a signal to turn on, you will need the wiring diagram to find out why. We have access to some of these diagrams, or you may find it at your library.

If the pump is coming on, the problem may be with the regulator or the injectors.

Please see my tip at http://www.fixya.com/cars/r5821173-doesnt_car_start_gasoline_engines . These are generic instructions. If you get stuck or need specific instructions for your car, please get back to me with model, year and engine info.

How do i change the fuel pump for a 1991 buick regal and how can i tell if it is the fuel pump

turn the key on without starting the engine and listen for the fuel pump to make its 2 or 3 second fuel prime,, you may have to listen carefully, if you dont hear it, check the fuel pump fuse 10 amp red fuse. If its ok check for power at the connector leading to the top of the fuel tank, with it unplugged test with a test light the harness side of the connector between the grey wire and ground for power, the test light should light up when you do the fuel pump prime test again, light will come on for 2 to 5 seconds, if it does replace the fuel pump in the fuel tank >>note if you can hear the pump in the first test, pressure should be around 35 psi .
