I don't know how you figured out that your battery was good, but if it drops to 9 volts I highly suspect that it is bad. You need to have it load tested. This will tell if it is bad under load.
Also if it is bad it can cause the alternator not to work even if the alternator is brand new.

1. Close all vehicle doors.
2. Insert the key into the ignition.
3. Hold down the power UNLOCK button on the driver’s door panel-continue to hold
down until instructed to release in step 9.
4. Perform steps 5 through 8 in fairly rapid succession.
5. Turn the ignition switch to the ON position (as far as you can go without starting the
engine).
6. Turn the ignition switch to the OFF position.
7. Turn the ignition switch to the ON position.
8. Turn the ignition switch to the OFF position.
9. Release the power unlock button on the door panel. The vehicle will lock and unlock
the doors automatically.
10. Hold down the LOCK and UNLOCK buttons on the transmitter simultaneously until
the door locks and unlocks.
This step may take up to 30 seconds.
11. Repeat step 10 NOW for each additional transmitter (including any existing
transmitters).
12. Turn the ignition switch to the ON position in order to exit the transmitter programming
mode.

The battery connection to the starter may not be good. Loosen the cable and re-tighten. Check the starter relay, it should have 2 cables, 1 wire. it will consist of 1 to starter, 1 from battery and 1 the wire is the signal wire from the ignition. the contacts in the relay may be gone. It's usually mounted on the firewall and close to the battery. $15+ for the part, and easily replaced. his will definitely keep you sater from turning over.

Do a bench test on the starter. Remove starter, hook up a ground cable to starter, and positive to two prongs on starter and it should spin. You can do this in vechile too but not suggested due to risk of injury. If it doesn't spin, probally a solenoid or the starter it self. Unlikely but possible.
