Something, somewhere is leaking. you are actually a fire hazard until you resolve the issue. There are systems to handle fuel vapors, and that may be an area to investigate also.
There's an inspection cover on the top of your fuel tank - usually accessed from the rear of the vehicle? I would guess that the rubberised seal is leaking. When you fill up with fuel the pressure in the tank is forcing the fumes upwards, through the defective seal and into the car.

There is a tiny hole in your petrol cap housing rubber. that is a drain but in the wheel arch there is a breather pipe. If that is blocked the vapour is pressurised back into the car. Check your fuel cap also as it should be clean. If you open the fuel cap and have a whoosh of air then its a pressure build up. This will be normal in summer with heat expansion but generally a blocked breather can cause this regardless.
