The first thing to do is replace the fuel filter. If the problem continues get the fuel pressure checked and if low replace fuel pump.
Check the fuel pressure with the engine revving and not just at idle.

This error code indicates that the vehicle is running very lean, a lean fuel intake means there is excess air getting in to the system. The on-board computer is unable to compensate affecting the fuel mixture, a common cause is a leaky vacuum leak.
you should find that your fuel usage is very high also.
If you take it to a garage and request a smoke intake test, they should run the test with the vehicle not running the smoke will find its way to the hole or faulty item.
For more information please take a look at some YouTube error codes. here is one example How to Diagnose OBD II Fault Codes P0171 and P0174 Leaking Intake and EGR...

Need to know what the drive cycle

An emissions drive cycle is a series of different conditions you put the vehicle through to allow the computer "monitors" to run tests, and will "OK" each test.
Drive your vehicle from a cold start at different speeds for 5 mins each speed (35mph,45mph,55mph),idle at stop and drive in different conditions in total for about 20mins.
It may take 5 or more drive cycles to "OK" all monitors.

Car feels sluggish driving then sudden loss

Has the check engine light gone on? The focus is going into 'limp' mode to avoid damage to components, due to some problem. Even if there is no check engine light illuminated, bring it to a parts store for a free check of any codes stored in the cars computer. You need this info to figure out what is wrong. If after having the parts store scan for codes you still have questions, re-post them with the codes here.

PEUGEOT 1.9 D ENGINE LOSS OF POWER THEN WHITE SMOKE

Have your head gasket checked you may have a small tear or hole in it allowing coolant/water into your engine internals. This smoke and power loss probably also happens at highway speeds yet is not noticed due to cars momentum
