I just fixed the cup holder in my 1999 Buick Regal. The spring out cup holder side piece fell off with the little spring too. I pull off the center console cover first, with 6 pressure pop in clips. Carefully pull up the panel from front to back. I had to disconnect the traction control wiring clip before I could remove the panel. Now you could look underneath and retrieve any missing pieces. You could reinstall the swing out side piece with the little spring. I also secured the top of the cup piece to the bottom base with tape to prevent it separating again. You can test the operation of the cup holder before reinstalling the center console cover. I believe the same console fit 1997 to 2003 Buick Regal model (please check). (update) The tape only held it for a little while. The joints on both sides were melted plastic tabs which broke after years of use. The joints were butted together. Just carefully put some super glue down to glue them together. Mine has been working ever since the super glue fix.
Yes absolutely you can my friend. and you are correct this will fit 1997 to 2004 actually!
There is also a replacement cup-holder that GM has made that is a single drop in unit and is very nice and holds cups much more securely...... around 40 dollars

Update: After a year or so, the tape failed and the cup holder broke again. After careful inspection I found the original factor joint between the top and the bottom pieces of the cup assembly were a few pieces of melted plastic tabs. The pieces butted together, which is perfect for a bit of super glue instead of using tape. Just be careful not to glue the swing arms or the springs. Since you have the unit out, may as well check the front joint where it attached to the door. More melted plastics tabs, so a bit more super glue to make sure that joint doesn't fail too. My cup holder has been working just fine 3 years now.
You wouldn't know the exact placement of the springs or maybe even have pictures of where the springs go I tried to figure it out but for the life of me couldn't any help would be appreciated thanks
You are in luck Megan. I just happened to have a spare cup holder I got from eBay, Pick-n-Pull ... I have forgotten by now, since my super glued fix is still working. The spring fits just in front of the hinge on both sides. There is a slot/hole the end of springs fits into on the side as well as the base pieces. The open side of the springs faces forward. I removed the cup holder part so you can see the spring better. Take a look at your two springs. There may be a left and right side pieces depending how the ends are oriented to fit inside the slot/hole.
Could you be referring to another pair of springs that flip open the cup holder side pieces? My wife has the car so I can't take a picture of it. I remember the end of the spring pushes the side piece open with a slot/hole in the base part. I think I found those springs dropped inside the console when it first broke.
Someone had asked how to remove the center console. My 1999 Regal has 6 pressure fittings holding the console. Top, middle and end with 3 per each side. Put pull them loose one at a time. Here is a picture of the bottom end one.
Since I have my spare console out, here is a picture of the joint that failed which were held by 3 melted plastic tabs. Once it is loose the cup holder sides came off the hinges and the springs popped off. My easy fix was to reassembled everything and super glued the joint in place. May as well check the front joint too. There are 4 melted plastic tabs. I think I added some super glue there also so it won't become a problem later. Good Luck!
The springs fell of, and I can't find out where they go back in. Can someone take a picture and post it or describe how to reinstall the springs.
