Traction Control System Indicator
TRAC OFF The instrument panel cluster (IPC) illuminates the TRAC OFF indicator when the following occurs:
?€¢
The electronic brake control module (EBCM) inhibits the traction control system due to a malfunction in the traction control system. The IPC receives a serial data message from the EBCM requesting illumination.

?€¢
The body control module (BCM) detects that the traction control switch has been pressed (signal circuit is low). The BCM sends a serial data message to the EBCM in order to disable traction control. The IPC receives a serial data message from the BCM requesting illumination. The BCM sends a serial data message to the radio in order to activate an audible warning.
you need to have the ( EBCM ) electronic brake control module checked fro codes !

My 2009 chevy cobalt has a hard time starting and rough shifting only when traction control light is on. I did a lot of research and it says it could be a bad ground from the TCM.

Could be a bad control module ground ,but it could be a lot of thing's . Traction control is a strategy programmed into the ABS - anti-lock brake system . Could be any number of sensors or wiring issues . Taking the vehicle an having a full system scan (check codes + live data ) of all the modules on the vehicle . Not autozone or advance etc... 2009 chevy cobalt has p0641 code with traction control turned off, engine in reduced power mode

Do you know anything about ECM five volt reference circuit's ?
DTC P0641: 5-Volt Reference 1 Circuit
The engine control module (ECM) has 3 internal 5-volt reference busses called 5-volt reference 1, 5-volt reference 2, and 5-volt reference 3. Each reference bus provides 5-volt reference circuits for more than one sensor. Therefore, a fault condition on one 5-volt reference circuit will affect the other 5-volt reference circuits connected to that reference bus. The ECM monitors the voltage on the 5-volt reference busses.

The 5-volt reference 1 bus provides 5 volts to the following sensors:
• The manifold absolute pressure (MAP) sensor
• The clutch apply sensor
• The fuel rail sensor
• The fuel tank pressure (FTP) sensor
• The intake air pressure and temperature sensor

You have a shorted sensor more then likely or wiring problem . Suggest you watch this video .

Light comes on service tracttion, then says traction off.

traction control should stay on and it should be a button on the dash somewhere (not sure where, my cobalt doesnt have one) but if it got shut off at some point its probibly just telling you its off becuase other than racing theres no reason to shut Traction Control off.

2003 cobalt traction control light on

traction control is controlled by a button on the dash, the only time the TC light comes on is when its shut off, indicating that you do not have traction control. try locating the button and pushing it and see if that fixes the problem, if not there is something wrong in the tc circuit (such as a wheel speed sensor) and would need further diagnosis.
