Could be a number of things.
The fuel sender could be at fault not sending any voltage to the gauge. One way to check this would be to find the signal cable under the rear passenger seat, short them together and see if the gauge moves.
If not that then the gauge could be borked

SOURCE: 2000 Buick Century gas gauge reads full all the time

You're either looking at a short in the wire that goes to the fuel sender, or a bad fuel sender. If it was just a broken wire, it would read empty instead. The fuel sender is a permanent part of the fuel pump, so that has to be replaced as a unit.

Does the culster board control the gas indicator as will as the millege

Yes, the gas gauge works with the digital gas information on the cluster. So if your gauge is malfunctioning, your gas info in the digital cluster will be a misreading.

None of the instruments in the cluster work (Gas gauge, speedomot

It is possible that the connector came off the back of the circuit board behind the speedometer. Do the lights work IN the speedometer and gauges? Could also be that the ground wire loosened up under the dash, usually on the drivers side. Just some suggestions that I thought might help. Best wishes to you.
