My first thought is, your low on refrigerant.
Checking fuses is good, also, use a test light and check voltage on fuse circuit. Some fuses are hot all the time. Some go hot with key on. I see three fuses involved and a/c enable relay.
Sometimes you can take electrical connector loose from compressor and use jumper wires from the battery for voltage and ground, just to see if compressor clutch will engage. The dark green wire is voltage, the black wire is ground.
Did you check to see if power is even reaching the fuse? Is power reaching your new switch? Leaving switch?
Need to trace out the electricity in this situation.

If you have climate control , check the climate control module
lastly check the fuse for the ac system
The system could be low on freon. On most models, the radiator or condenser fan does not come on until freon pressure reaches 250psi. If the system is low, the compressor may run but not build up enough pressure to make the relay power up the fan. You could also have an electrical problem with one of the pressure switches or another component.
jump the low or high pressure switchs this switchs are located on the a/c lines of tje compresor not run check power to the compresor if you have power maybe the compressor is gone
check the a/c control pannel to and take a second opinion before expend money
Assuming you have the system adequately pressurized with gas, check out the low pressure cut off switch. If it is in the open position no current will reach the clutch windings and the compressor will not operate.
check if your car have a fuse for it! Some cars have a fuse for the a/c compressor and some don't. Check electric connections to the compressor. If you have a multimeter make sure youre getting 12v if you get 12v then you need to replace the compressor.

the clutch on the air compressor coil is proably burnt out. disconnect electrical plug at end of air compressor and supply current direct from battery to see if clutch engages, if it does not, change thecoil clutch switch.
