This is most likely a problem with your Passlock anti-theft system which is known issue with these cars. Passlock is a "passive" anti-theft system, which means that it will disable your ability to start the car if it thinks there is a problem. The three components that can cause this are: 1) Ignition Switch, 2) Ignition Cylinder, 3) Body Control Module (computer). The dealer is the only one who can solve this problem (unless you can bypass it, but it is not that easy). Estimated repair from most dealers is $800 and up.

Hello, Try looking under the dash at the Brake Pedal lever. There are Interlock switches which must be lined up before the circuit completes. These are the Interlock switches which require you to step on the Brake pedal to shift your transmission and there is a second Interlock for the gearshift for the Park and Neutral start positions.
You can also check your Starter Relay and jump across it to spin the Starter. Your Relay may be bad and sometimes sound transmits through metal in strange ways. I have a 1999 F150 too, there was a problem with the main harness wire down at the Starter.
So if you bypass the Relay and the Starter does not crank, the main harness may be green with corrosion. The last possibility is that your Battery is down and the Antitheft is reducing current to the Starter. If you have a Battery to slip in, or a charger, top off the old Battery or exchange it with one from a running vehicle.
You can turn the Key to run and jump the Starter solenoid to start the truck. Then you or a relative help her start it after work.

1345 is cam and crank sensor correlation its mainly the cam sensor going out, also the delay start that also trigger a camsensor code they call it excessive crank time check the fuel pressure that is capable of setting a cam code (1345) If fuel pressure is good (55-60 psi) expect to replace the camsensor you might as well do the crank sensor heres a nightmare on this code it can set if the distributor is off one tooth and yes these distributor have high failure rate
