TSB included recalls, and all facts related, can be complex
after all the carfs have like 6 submodles, engines ,trans, etc.
so it shows that in the TSB "applicable to the following OPTIONS"

I can contribute this much. The TSB for repairs should have remedies stated in the notice. You should be able to look up the TSB by number and read its' process for the repairing Dealer. One site, "aboutautomobile.com" has some TSB info that may add to what you already know. You might ask a Dealer for a printout of the TSB.

Revised Bulletin
This TSB supersedes the Cylinder Head Bolt Torque Specifications previously described in TSB # 96-20-003, TSB # 96-20-003-1 and TSB # 97-20-004.
DESCRIPTION:
This bulletin provides torque specification corrections to the 1996 and 1997 Elantra Shop Manual, 1997 Elantra Service Data Book, 1997 Tiburon Shop Manual and 1997 Tiburon Service Data Book.
Please record the corrections (listed) in the appropriate manuals and write the TSB number on the bottom of the pages listed below for future reference.
CYLINDER HEAD BOLT:
(M10) 30 Nm (300 kg.cm; 22 lb.ft) + (60°to 65°) + (60°to 65°)
(M12) 35 Nm (350 kg.cm; 26 lb.ft) + (60°to 65°) + (60°to 65°)

There is a Technical Service Bulletin (TSB) that Chrysler has out that tells about your problem,the TSB # is 14-001-09 Rev.A,I cant figure out how to send it to you,try to Google the TSB #

outlet pipe from ac blocked find outlet pipe and clear the end ,normally just under unit outside under the firewall

It is unlikely that RF interference will destroy a piece of electronics equipment, especially the low-level interference that is caused by incorrect spark plugs.

Technical Service Bulletins are issued by MFG's and are to be followed at the Technician's discretion, after determining that the TSB is applicable to the issue at hand.

If the TSB is, in fact, the issue, the fix would be to follow the TSB's advice, and the vehicle should operate normally again.
